柴達(dá)木循環(huán)經(jīng)濟(jì)區(qū)水資源綜合規(guī)劃
規(guī)劃以科學(xué)發(fā)展觀為指導(dǎo)，在分析柴達(dá)木盆地水資源基本規(guī)律與特征，調(diào)查盆地生態(tài)及社會(huì)經(jīng)濟(jì)用水現(xiàn)狀的基礎(chǔ)上，論證了柴達(dá)木盆地水資源量、生態(tài)需水量、水資源可利用量；根據(jù)社會(huì)經(jīng)濟(jì)發(fā)展指標(biāo)，進(jìn)行了不同規(guī)劃水平年需水預(yù)測(cè)。結(jié)合當(dāng)?shù)氐乃Y源條件和生態(tài)環(huán)境狀況，按照“減量化、再利用、資源化”和“節(jié)約優(yōu)先、保護(hù)為本、以供定需”的原則，在首先保證生態(tài)環(huán)境基本需水的前提下，進(jìn)行了水資源供需平衡分析與配置，提出了水資源合理開(kāi)發(fā)、高效利用、有效保護(hù)、科學(xué)管理的基本思路、總體目標(biāo)、主要任務(wù)和近遠(yuǎn)期實(shí)施意見(jiàn)等。
